''Player Jason Euell does not fulfil the requirements of Art. 15 par. 3 of the regulations governing the application of the Fifa statutes, given that at the time of his first appearance for the England Association team on 20 June 1997, he was not yet a Jamaican citizen,'' a Fifa spokesman told skysports.com.
''Consequently, he does not meet all the necessary criteria that would allow him to exercise the right to change Association teams.''
